8(a) Business Development Program

The most powerful certification in government contracting. The SBA's 8(a) program is a 9-year business development program that provides access to sole-source contracts, mentorship, and set-aside competitions reserved exclusively for program participants.

Eligibility Requirements

  • Must be a small business (per SBA size standards)
  • At least 51% owned and controlled by U.S. citizens who are socially and economically disadvantaged
  • Owner's personal net worth must be under $250,000 (at time of application)
  • Owner's adjusted gross income must average $400,000 or less over 3 years
  • Total assets must not exceed $6.5 million
  • Business must have been in operation for at least 3 years (or demonstrate equivalent experience)
  • Must demonstrate good character and potential for success

HUBZone Program

The Historically Underutilized Business Zone program helps small businesses in economically disadvantaged areas gain access to federal contracts. If your business operates in a qualified area, this certification can give you a significant pricing advantage.

Eligibility Requirements

  • Must be a small business (per SBA size standards)
  • Must be at least 51% owned and controlled by U.S. citizens, a Community Development Corporation, an agricultural cooperative, or an Indian tribe
  • Principal office must be located in a designated HUBZone
  • At least 35% of employees must reside in a HUBZone
  • Must attempt to maintain the 35% residency requirement during contract performance

  • Sole-source contracts up to $4.5 million ($7M for manufacturing)
  • Set-aside contracts reserved for HUBZone businesses
  • Can be combined with other small business certifications

WOSB / EDWOSB

The Women-Owned Small Business and Economically Disadvantaged Women-Owned Small Business programs open the door to set-aside contracts in industries where women-owned businesses are underrepresented. The EDWOSB designation provides additional sole-source authority.

Eligibility Requirements

  • Must be a small business (per SBA size standards)
  • At least 51% unconditionally owned and controlled by one or more women who are U.S. citizens
  • Women must control the management and daily business operations
  • Women must hold the highest officer position and make long-term decisions
  • For EDWOSB: women owners must also be economically disadvantaged (personal net worth below $750,000, adjusted gross income averaging $400,000 or less)

SDVOSB (Service-Disabled Veteran-Owned Small Business)

Service-disabled veterans who own small businesses have access to some of the most significant set-aside and sole-source opportunities in federal contracting — including exclusive VA contracts that are only available to verified SDVOSBs.

Eligibility Requirements

  • Must be a small business (per SBA size standards)
  • At least 51% unconditionally owned and controlled by one or more service-disabled veterans
  • Service-disabled veteran(s) must control the management and daily business operations
  • Service disability must be documented through VA records or DoD discharge documentation
  • Verified through the SBA's Veteran Small Business Certification program (VetCert)

Registration

SAM.gov Registration

Before you can bid on a single federal contract, you need to be registered in the System for Award Management (SAM.gov). It's mandatory, it's complex, and getting it wrong means delays. We make sure your registration is complete, accurate, and optimized.
